I use HC-110 at dilution F (Konica 750) and have used Rodinal at 1:100 for 
Agfapan at speeds lower than 400ISO (had to use a syringe to measure it), 
TMAX developer works equally well at 1:9 as the recommended 1:4. I'm a 
cynic and believe that recommendations are designed to sell chemicals and 
as such are at the high end of dilutions for achieving an acceptable result.
