For another quick way to get Windows to do what you want 
with file associations...  (at least for the time being  :>) )

Highlight the file
Press and hold down a shift key
Right click the file
Select "Open with..." in the context menu
     after the list of applications appears...
Select the application you want the file to open with
     (curses if it's not listed...)
Make sure the "Always use this program..." has a check

...and Bob should be your uncle.

There's often more than one way to skin the Windows cat, 
however opaque the various methods are. Some incarnations of 
Windows have a built-in "Open with..." on right-clicks, so 
pressing a shift key isn't needed. HTH. YMMV.
