Exactly. As long as your meter gives you consistent results, you can of
course leave the filter in place. Personally I use the following
combinations:

Wratten #25 red: ISO 320, THROUGH the filter

Heliopan RG 780 (similar to Wratten #87, visually almost opaque): ISO
50, WITHOUT the filter in place. At least my old Nikons don't give
consistent results with the dark filter in front of the lens...

If you're not sure about your meter reading, you can use the following
rule of thumb: On a sunny day (no backlight), 1/125s @ f11 (Wratten #25)
will almost certainly give you printable negs.
